Available mobility scholarships for students and staff fleeing the war in Ukraine

Attention! Double financing is not possible: it is not allowed to receive a second mobility scholarship from other resources to cover costs for the same mobility activity.

Please note that the following opportunities are in the framework of mobility programmes (short-term staff exchange and part-time studies), they do not provide admission into full degree programs of ELTE.

CEEPUS Freemover grant in Hungary for Ukrainian students and teachers

The CEEPUS programme, which provides opportunity for study abroad periods, research activities and short-term student mobilities in Central Eastern Europe and the Western Balkans, made it possible by an extraordinary decision for university students and teachers from Ukraine to participate in mobilities through a simplified application process, provided that the host country has introduced such measures. Candidates from Ukraine are eligible to apply in the academic year 2025/2026 for Freemover grants, that is, outside CEEPUS networks.

At the Joint Committee of Ministers meeting held on 20th of September 2023, CEEPUS member countries decided unanimously to enable the participation of Ukrainian academics (students and teachers), using leftover scholarship months and funds from the current academic year, even though Ukraine isn’t a member country of the Central European Exchange Programme for University Studies (CEEPUS). Applications have to be submitted on a rolling basis until November 1, 2025 in the online system: www.ceepus.info.hu

All teachers and students enrolled or employed at a Ukrainian higher education institution are eligible.

Available mobility types

1. Student mobility (S):

• Eligible applicants: Bachelor, Master and PhD students
• Length of mobility: 1 semester or trimester, 3-5 months (Minimum duration of mobility period: full months +16 days for the last month)
• Activity during the mobility period: attending lectures and seminars, obtaining credits is obligatory, which can be supplemented with an internship. The proposed activities should be described in the ’Motivation’ part of the application.
• Learning Agreement is highly recommended.

2. Short term student mobility (ST):

• Eligible applicants: Bachelor, Master students who are currently working on their thesis and PhD students
• Length of mobility: 1-2 months (min. 21 days)
• Activity during the mobility period: obligatory research activity, consultation, laboratory project relating to the thesis/dissertation. The proposed activities should be described in the „Motivation” part of the application.

3. Teachers (T):

• Minimum duration of mobility period: 5 working days with 6 hours teaching / supervising activity
• Detailed teaching plan is part of the application

Documents to attach

• A Letter of Acceptance issued by the host ELTE faculty/department, download here.
  • At ELTE, the faculty administration is responsible for signing the document. If you are unable to determine, which faculty you should write to, you can also write an e-mail to ceepus@elte.hu, stating your name, your subject field, your home university and the planned mobility period.
• Any document proving eligibility (e.g. certificate of enrollment, student ID or excerpt from employment contract form a Ukrainian higher education institution).

Tendered period

• For students: min 1 month to 10 months (in case of 1 month: min. 21 days, in case of more than 1 month: full months with min. 16 days in the last month).
• For academics: min. 5 working days and until 30 days the scholarship is equal to 1 scholarship month.

Scholarship period

Latest until the 31st August 2026. Applications must be submitted before the tendered mobility period.

Application process

A candidate has to submit a CEEPUS Freemover application via www.ceepus.info (see information guide below) under academic year 2025/2026 and attach a Letter of Acceptance and a document proving eligibility (see above).

Scholarship rates

• Students: 190 000 HUF/month (cca. 475 EUR)
• Teachers: 
  • 210.000 HUF / month (approx. 525 EUR) - With min. 5 working days AND min. 6 hours teaching/supervising activity. It counts as one scholarship month.
  • 315 000 HUF / month (approx. 788 EUR) - With min. 10 working days within 2 weeks AND min. 12 hours teaching/supervising activity. It counts as one scholarship month.

Applications will be proceeded in case of formal eligibility, and in the order of arrival, as long as free resources are available. Double financing is not possible: it is not allowed to receive a second mobility scholarship from other resources to cover costs for the same mobility activity.
